Establishes the Grand-family Assistance Program in the Department of Aging to provide emergency, one-time financial assistance to grandparents (or step-grandparents) age 40+ who serve as primary caregivers for grandchildren while the children's parents participate in opioid use disorder treatment

Provides reimbursement of up to $1,000 for the first child and $500 for each additional child, with a maximum total reimbursement of $2,000 per grand-family for eligible childcare expenses

Limits eligibility to grand-families with annual household income not exceeding 250% of the federal poverty guidelines, and excludes individuals convicted of abuse/neglect crimes or named as perpetrators in child abuse reports

Creates the Grand-family Assistance Program Fund in the State Treasury, funded through General Assembly appropriations, federal money, grants, and potentially Opioid Settlement Restricted Account funds

Requires the Department of Aging to submit annual reports by September 30 (beginning 2027) to legislative committees detailing payments made, applications received, and funding distributed by county
