Amends the Pennsylvania Municipalities Planning Code to allow individual municipalities to adopt "specific plans" for implementing portions of their comprehensive plans, expanding authority previously limited to multimunicipal efforts

Expands specific plans from nonresidential development only to cover any type of development, including residential, and allows housing standards to include affordable or below-market housing provisions

Adds new definition of "sketch plan" as a simplified preliminary drawing showing basic layout of proposed development, and requires developers to participate in pre-application conferences presenting sketch plans before submitting final plans

Streamlines approval process by allowing developers in areas with adopted specific plans to submit only a final plan (skipping preliminary plan stage), provided the final plan is consistent with the specific plan

Prohibits counties and municipalities from charging subdivision and land development applicants for the cost of creating the specific plan, though municipalities may charge fees to recover costs of adoption and implementation; takes effect in 60 days
