Establishes the Buy America, Buy Union Grant Program within the Department of Community and Economic Development to reimburse political subdivisions and authorities that purchase union-made vehicles assembled at U.S. facilities operating under collective bargaining agreements

Limits grant amounts to no more than 20% of procurement costs for eligible vehicles, which include buses, passenger cars, school buses, school vehicles, and trucks

Creates the Buy America, Buy Union Grant Fund in the State Treasury, with money remaining at fiscal year-end staying in the fund rather than reverting to the General Fund

Distributes grants on a first-come, first-served basis until fund money is exhausted, with funding sources including state appropriations, federal money, grants, and donations

Requires annual reports by September 1 (starting 2026) to the Governor and Appropriations Committee chairs detailing applicants, grants awarded and denied, and remaining fund balance
