Amends Pennsylvania's Child Labor Act to create a new exception allowing minors aged 15 and older to work in establishments where alcoholic beverages are served

The exception applies only to employment by 501(c)(3) nonprofit organizations operating in a city or county of the second class (Pittsburgh and Allegheny County)

Qualifying nonprofits must provide educational programming focused on culinary and life skills, along with support services, specifically for justice-system-involved juveniles and young adults

Permitted duties for minors are limited to serving food, clearing tables, and related tasks; dispensing or serving alcoholic beverages is explicitly prohibited

Takes effect 60 days after enactment
