Prohibits retail establishments (supermarkets, convenience stores, restaurants, food trucks, farmers' markets, delivery services) from providing single-use plastic bags or non-recycled paper bags to customers

Allows retailers to charge customers between 10¢ and 25¢ for recycled paper bags, with all fees retained by the establishment and listed separately on receipts as "Carry-Out Bag Charge"

Exempts bags used for bulk items, meat/fish, prepared foods, pharmacy medications, dry cleaning, and pre-packaged bags sold for food storage or garbage; also exempts purchases made using WIC food instruments

Requires recycled paper bags to contain no old growth fiber and at least 40% postconsumer recycled content

Mandates retail establishments post signage about the prohibition until January 31, 2027, with the Department of Community and Economic Development responsible for public education and implementing regulations; takes effect one year after enactment
