Exemptions apply to buildings that prohibit minors (bars, nightclubs), single-patient healthcare restrooms, gyms/fitness centers, hotel guest rooms, and school entity restrooms

Department of Labor and Industry enforces compliance through inspections and a tiered penalty system: written warning with 90 days to remedy for first violation, then administrative fines of $1,000, $3,000, and $5,000 for subsequent violations

"Totally renovated" is defined as construction costing at least $50,000 that removes all nonstructural interior walls, finishes, mechanical/electrical systems, and plumbing fixtures
