Establishes the Municipal Grant Assistance Program within the Department of Community and Economic Development to provide financial assistance to municipalities for hiring grant writers and training municipal employees on grant applications

Eligible municipalities include third class cities, boroughs, incorporated towns, and townships that lack a dedicated grant writer and either operate under a financial recovery/receivership plan or have at least 25% of census tracts designated as low-income

Creates the Municipal Grant Assistance Program Fund in the State Treasury with continuing appropriations to the department; interest earned remains in the fund

Requires the department to publish implementation guidelines within 90 days and begin grant writing training within six months of the effective date

Local Government Commission must report to the General Assembly on program funding and effectiveness within five years; act takes effect in 60 days
