Creates a tax credit for owners of residential high-rise buildings in Philadelphia (city of the first class) who install or upgrade automatic fire sprinkler systems and associated monitoring or detection devices

Tax credit amount equals the full cost of the sprinkler system installation or 100% of the owner's city income tax liability, whichever is less

Office of the Mayor administers the program, including defining what qualifies as a "residential high-rise structure," creating application forms, and requiring proof of expenditures

Applies only to residential high-rise structures located within Philadelphia, effective for tax years beginning after December 31, 2025

Takes effect 60 days after enactment
