Raises the initial income eligibility threshold for subsidized child care from 200% to 203% of the Federal poverty income guidelines

Increases the State median income threshold for continued enrollment from 85% to 88%, allowing families to remain enrolled for 12 months even if income rises

Adjusts copayment brackets upward: the 11% copayment tier now applies to families earning between 103% and 253% of FPL (previously 250%), and the 13% tier applies between 253% and 278% of FPL (previously 275%)

Raises the income ceiling for maintaining copayment deduction eligibility from 303% FPL or 85% State median income to 303% FPL or 88% State median income, whichever is lower

Takes effect 60 days after enactment; expanded eligibility above 238% FPL (previously 235%) is contingent on General Assembly appropriations
