Amends Pennsylvania's Wage Payment and Collection Law to require employers to pay out unused fringe benefits or wage supplements (vacation, holiday, separation, or guaranteed pay) when employees separate from employment through termination, layoff, retirement, or resignation

Requires employers with accrual policies for paid time off to maintain those policies in writing and pay separating employees according to the written policy

Allows employees to agree in writing to transfer unused benefits to a new employer when a business changes ownership

Applies to seasonal and temporary employees but excludes sick pay unless the employer does not distinguish between types of paid time off or a specific agreement exists

Takes effect 60 days after enactment
