Requires the Secretary of Labor and Industry to promulgate workplace heat protection regulations within one year, mandating employers develop heat-related injury and illness prevention plans that include heat index monitoring, free potable water, paid rest breaks, access to shade or climate-controlled areas, and acclimatization protocols for new employees

Defines "high-heat condition" as a heat index of 80°F or higher, with additional mandatory protocols triggered at 90°F, and applies to all employers including the Commonwealth and its political subdivisions, with exceptions for emergency responders during active emergencies

Mandates annual paid training for employees and supervisors on heat hazard identification, symptoms of heat-related illness, emergency response procedures, and employee rights, with repeat training required within one month of any workplace heat-related death or serious injury

Establishes penalties including $1,000 per day for noncompliance (increasing to $15,000 per day after 10 days), up to $160,500 for willful violations, and criminal penalties up to $100,000 fine and six months imprisonment for violations causing death

Creates the Heat Protection Enforcement Fund in the State Treasury to receive all collected fines and penalties, with funds appropriated to the Department of Labor and Industry for investigations and enforcement
