Amends the Agricultural Area Security Law to allow farmland tracts under 10 acres to qualify for agricultural conservation easement purchase if contiguous to property with a perpetual conservation easement held by a qualified organization under IRS Code section 170(h)(3)

Requires tracts under 10 acres to be merged into the contiguous easement property through a recorded deed of merger with the county recorder of deeds

Permits subdivision of easement-protected land into parcels under 10 acres when conveyed to owners of adjacent conservation easement land, with the subdivided tract merged into the neighboring protected parcel

Exempts qualifying subdivisions from roll-back taxes under the Pennsylvania Farmland and Forest Land Assessment Act of 1974, and prohibits use of subdivided tracts for residential purposes

Takes effect 30 days after enactment
