PA HB1589

Requires each public school to maintain a library collection beginning with the 2026-2027 school year, with a minimum of 5,000 print items per school or at least 10 books per student, plus access to state-funded e-resources including the POWER library

Mandates that certified school librarians direct library development, instruct students and staff on library use and curriculum standards, and assess library programs to meet student and curriculum needs

Defines "certified school librarian" as a certified teacher who has completed school library certification from a higher education institution or achieved the required minimum score on the Praxis II School Librarian test

Applies to all public schools operated by school districts, intermediate units, or charter schools

Takes effect 60 days after enactment and directs the Department of Education to promulgate implementing regulations
