Electric distribution companies in Pennsylvania must maintain membership in a regional transmission organization (RTO) as defined under federal regulations (18 CFR 35.34).

Annual reports must be submitted to the Public Utility Commission by February 1 detailing all recorded votes cast by the company or its affiliates at RTO meetings during the previous calendar year.

Reports must include votes from committees, user groups, task forces, and other RTO bodies—regardless of whether votes are otherwise publicly disclosed or represent final positions.

Each reported vote must include a 20-100 word explanation of how the vote serves the public interest.

The act takes effect 60 days after enactment and amends Title 66 (Public Utilities) of the Pennsylvania Consolidated Statutes by adding Section 2816.
