Limits agencies to no more than 10 one-step and 10 two-step design build best value procurements per calendar year, with the Secretary or Commission determining eligibility based on factors like project complexity, innovation potential, and schedule

Establishes a two-step procurement process where agencies first solicit statements of qualifications to create a shortlist, then request separate technical and price proposals that are scored independently by an evaluation committee of at least five employees

Permits agencies to pay stipends to unsuccessful shortlisted offerors and compensate for alternative technical concepts (ATCs), which remain confidential unless the agency purchases them

Includes an 8-year sunset provision after which agencies may no longer initiate new procurements under this chapter, though existing contracts remain enforceable
