Amends Pennsylvania's Wage Payment and Collection Law to make general contractors jointly and severally liable for wage violations committed by any subcontractor on a construction project, even without a direct contractual relationship

Defines key terms including "construction contract" (written or oral agreements for work on real property), "construction services" (construction, reconstruction, improvements, additions, painting, alterations, maintenance, and repairs), and "subcontractor"

Requires subcontractors to indemnify general contractors for wages, damages, interest, and attorney fees paid due to the subcontractor's wage violations

Exempts subcontractors from indemnification requirements if the construction contract already addresses indemnification or if the violation resulted from the general contractor's failure to pay the subcontractor on time

Applies only to construction contracts entered into on or after the effective date, with the act taking effect 60 days after enactment
