Prohibits entities from "countries of concern" (China, Russia, Belarus, Iran, North Korea, Venezuela, Syria, and countries that bar Americans from purchasing farmland) from acquiring agricultural land in Pennsylvania, expanding existing restrictions on non-resident aliens and foreign governments

Grants the Attorney General authority to investigate suspected violations, including power to issue subpoenas for witnesses, records, and testimony

Imposes a $1,000 civil penalty on title companies that willfully fail to verify whether a purchaser violates the foreign ownership restrictions

Requires forfeited agricultural lands to be sold at public auction by the Department of General Services, with proceeds distributed first to sale costs, then Attorney General investigation expenses, then lienholders, and finally to the General Fund

Takes effect 60 days after enactment and maintains existing exceptions for land acquired through inheritance, held as security for debt, or where ownership rights are protected by treaty
