Prohibits medical professional liability insurers from taking adverse actions against health care providers solely because they provide reproductive health care services legal in Pennsylvania to out-of-state patients

Specifically protects providers who prescribe medication to terminate pregnancy via telemedicine to out-of-state patients, provided the medication is legal under Pennsylvania law

Defines prohibited "adverse actions" as refusing to renew contracts, reporting providers to entities for potential violations of other states' reproductive health care laws, or increasing charges/reducing coverage terms

Covers reproductive health care services including medical, surgical, counseling, and referral services related to pregnancy, contraception, or pregnancy termination

Takes effect 60 days after enactment; amends the Medical Care Availability and Reduction of Error (Mcare) Act of 2002
