Prohibits Pennsylvania licensing boards and commissions from disqualifying or disciplining applicants and license holders for providing or assisting with reproductive health care services

Protects licensees from Pennsylvania discipline based on judgments, sanctions, or disciplinary actions imposed by other states for reproductive health care services that would be lawful in Pennsylvania

Defines "reproductive health care services" as medical, surgical, counseling, or referral services relating to the human reproductive system, including pregnancy, contraception, and termination of pregnancy

Amends Title 63 (Professions and Occupations) of the Pennsylvania Consolidated Statutes by adding Section 3121

Takes effect 60 days after enactment
