Allows grantees to use up to 10% of awards for administrative expenses, while the department may use up to 3% of appropriated funds for program administration

Prioritizes applicants that demonstrate secured non-state funding sources and intent to coordinate with existing home repair programs such as weatherization assistance, Community Development Block Grants, and the HOME program
