Amends The Second Class Township Code to allow boards of supervisors to convene a vacancy board immediately after a vacancy occurs, rather than waiting the standard 30-day period, if they cannot fill the position themselves.

Prohibits the appointed elector serving as vacancy board chairperson from voting to appoint themselves to fill any vacancy.

Expands circumstances triggering court of common pleas involvement to include when the chairperson position is vacant and remaining vacancy board members publicly justify their inability to fill positions within 15 days.

Changes the threshold for mandatory court involvement from specific vacancy counts (2+ on three-member boards, 3+ on five-member boards) to whenever a majority of supervisor seats are vacant.

Specifies that resignations creating a loss of quorum take effect on the date specified or the second business day after tendering if no date is given, and the act takes effect 60 days after enactment.
