Replaces the existing itemized fee schedule for recorder of deeds services with a simplified flat rate fee structure not to exceed $50 for the first 50 pages, with additional fees allowed for every 50 pages thereafter and $1 per name beyond 25 names

Applies to counties of the second A through eighth classes and equivalent home rule charter counties in Pennsylvania

Increases the County Records Improvement Fund fee from $5 to $10 per recorded document, with $6 retained by the recorder's office for records management and $4 deposited in the County Records Improvement Fund

Authorizes counties to charge up to $15 per deed and mortgage recorded for county demolition funds to address blighted properties, and allows an affordable housing fee up to 100% of base recording fees

Requires county governing bodies to establish fees by resolution or ordinance within 120 days of the act's effective date, with fee adjustments permitted no more frequently than every two years
