Creates the Children's Literacy Program of Pennsylvania Restricted Account in the General Fund to receive appropriations, grants, donations, and federal funds, with money continuously appropriated and non-lapsing

Requires qualified local entities (Pennsylvania-based nonprofit partners) to provide a dollar-for-dollar match for funding, though the Department of Education may waive this requirement to prevent undue financial hardship

Prohibits distributed books from containing sexual activity, pornography, nudity, sexual conduct, or obscene material as defined under state law

Mandates annual reporting to the General Assembly by January 1 on account deposits and expenditures, number of qualified local entities, registered children, and books distributed
