Requires applicants to submit redevelopment plans with details on project use, economic impact, income potential, and endorsement from a local nonprofit economic or community development organization

Department must approve or disapprove applications within 90 days, projects must be completed within two years (with possible 6-month extension), and grant authority expires two years after the effective date
