Authorizes cities of the first class (Philadelphia) to establish property tax abatement or real property tax relief programs to incentivize retrofitting residential high-rise buildings with automatic fire sprinkler systems

Eligible improvements include automatic fire sprinkler systems and associated monitoring or detection devices

Amends The Fiscal Code (Act of April 9, 1929, P.L.343, No.176) by adding Section 103-G

Takes effect 60 days after enactment
