Requires school boards to provide at least 30 minutes of supervised, unstructured free-play recess daily for students in kindergarten through grade five

Prohibits withholding recess as punishment, for make-up work, extra credit, or testing; students may only replace recess with coursework if they request it

Directs schools to hold recess outdoors when weather, facilities, and circumstances permit

Allows exceptions for students based on medical professional advice or individualized education program (IEP) requirements under federal disability laws

Applies to school districts, intermediate units, charter schools, cyber charter schools, and career and technical schools; takes effect 60 days after enactment
