Prohibits all Pennsylvania law enforcement agencies and peace officers from using, deploying, or threatening to deploy kinetic impact projectiles (rubber bullets, bean bag rounds, sponge rounds) into crowds or gatherings for any reason

Bans the use of chemical weapons including tear gas, mace, pepper balls, pepper spray, and any chemical compound intended to incapacitate or cause pain to individuals

Provides a narrow exception allowing pepper spray only when an individual is actively combative, poses imminent danger of injury or death, and the officer has issued at least two verbal warnings

Applies to all law enforcement agencies including Pennsylvania State Police, Capitol Police, municipal police, campus police, airport police, and railroad police

Takes effect 60 days after enactment
