Requires all Pennsylvania wastewater utilities to develop deduct meter programs allowing eligible customers to install secondary meters measuring water that does not enter the sewer system (irrigation, pools, outdoor uses)

Customers may choose to be billed based on total water usage or net sewer outflow (total water minus deduct meter volume)

Eligible residential customers must have metered water, be current on payments, and are responsible for purchasing, installing, and maintaining utility-approved deduct meters

Pennsylvania Public Utility Commission must approve meter models and installation standards, maintain a registration system, and review all deduct meter tariffs

Utilities may charge reasonable administrative or inspection fees subject to commission approval; act takes effect in 60 days
