Establishes a Performance Incentive Program within the Department of General Services to pay vendors who supply low-embodied carbon concrete for Commonwealth-funded capital projects

Provides incentive payments of 5% of delivery cost for concrete with verified global warming potential at least 20% below regional baseline, plus 3% for concrete using carbon capture technology (maximum 8% combined)

Requires minimum project threshold of 50 cubic yards of concrete and submission of environmental product declarations, invoices, and proof of delivery to qualify

Mandates at least $5,000,000 annually in performance incentives, distributed on a first-come, first-served basis

Requires annual reporting to the General Assembly on vendor payments, program effectiveness, and funding recommendations, with regulations to be promulgated within one year
