Mandates prevailing wage compliance for all on-site construction work and requires contractors/subcontractors to maintain valid licenses, workers' compensation coverage, and OSHA 10-hour safety training; disqualifies those with project defaults, debarments, or relevant criminal convictions within specified timeframes

Permits governmental units to use operating, utility, or capital funds for project payments and protects state grants/subsidies from reduction due to contract participation; contracts extending beyond one fiscal year must include termination provisions if appropriations are insufficient
