Amends the Liquid Fuels Tax Municipal Allocation Law to require cities, boroughs, towns, and townships to allow recycled asphalt (including reclaimed asphalt pavement and recycled asphalt shingles) in mixed-use designs when purchasing or contracting for asphalt pavement for road or street maintenance

Municipalities must follow mixed-use design standards as approved by Department of Transportation regulations to qualify for their share of liquid fuels tax allocations

Department of Transportation must promulgate regulations establishing maximum allowed amounts of reclaimed asphalt pavement and recycled asphalt shingles, performance testing standards, and integration protocols for combining recycled materials

Adds this recycled asphalt requirement as a sixth qualification criterion alongside existing requirements such as treasurer bonding, annual reporting, and maintaining separate funds

Takes effect 60 days after enactment
