Amends Pennsylvania's Public School Code to add definitions for "first responder" (including EMS providers, fire company members, State Police officers, and peace officers) and establishes categories for first responder training programs and noncredit courses at community colleges

Creates a new funding formula for community colleges beginning in fiscal year 2025-2026, combining a base allocation equal to the prior year's funding plus an enrollment-based allocation distributed proportionally among all community colleges

Establishes a separate first responder training allocation for community colleges, with credit program students weighted at 1.50 times the base rate and noncredit students at 1.0, distributed proportionally based on each college's weighted enrollment

Requires community college audited financial statements to verify full-time equivalent student enrollment in first responder training programs and courses as a distinct category alongside credit and noncredit enrollment

Effective date of July 1, 2025, or immediately upon enactment, whichever is later
