Requires online platforms to conduct age verification and apply default privacy settings for users under 18, blocking unconnected users from private messaging, viewing profiles, tagging, or conducting financial transactions with minors

Mandates parental approval for all new social connections for children under 13 and for all financial transactions (including virtual currency) for all minors under 18

Prohibits "dark patterns" — design mechanisms that intentionally make it harder for users or parents to exercise their privacy rights under the law

Authorizes the Attorney General to enforce the chapter through civil actions with penalties up to $5,000 per violation, plus injunctions, restitution, and disgorgement of profits

Takes effect 60 days after enactment, with the Attorney General responsible for promulgating regulations on age verification methods and accuracy standards
