Creates a two-tier licensing system with "licensed professional art therapist" for independent practice and "licensed associate art therapist" for those practicing under supervision while completing experience requirements; associate licenses are valid for five years with a possible two-year extension

Expands the State Board from 13 to 15 members by adding two licensed professional art therapist positions, with the Governor required to nominate these members within 60 days of the act's effective date

Provides a two-year window for experienced practitioners to obtain licensure without examination if they have five years of practice experience, meet educational requirements, and hold current Art Therapy Credentials Board certification
