Maintains the existing $35 fee for wild resource conservation plates, with $15 going to the Wild Resource Conservation Fund

Allows vehicle owners to continue using previously valid discontinued registration plates featuring the saw-whet owl design if the alphanumeric pattern remains available

Applies to passenger cars, motor homes, trailers, and trucks with registered gross weight of 14,000 pounds or less

Takes effect four months after enactment
