Requires minimum appropriation of $4,000,000 for establishment, with the database to be created within 60 days of receiving funding; first public reports due September 1, 2026

Mandates monthly data submissions by the 15th of each month and annual reports by April 1, with $1,000 per day penalties for failure to submit or correct data

Creates consumer-facing tools for comparing health care costs and quality, including user-friendly, mobile-friendly, multi-language data visualization; reports must analyze spending trends, geographic cost variations, and network adequacy

Civil penalties for violations range up to $50,000 per violation (or $100,000 for willful violations), capped at $250,000 per day or $2,500,000 annually; unauthorized release of identifiable data constitutes a first-degree misdemeanor with fines up to $10,000 and/or imprisonment up to 5 years
