Proposes amending the Pennsylvania Constitution to change the General Assembly from a "continuing body" to a "part-time body"

Requires the legislature to conclude its business before the last day of March each year, unless a special session is called

Maintains the session start date at 12 o'clock noon on the first Tuesday after the first Monday of January each year

Permits special sessions to be called by the Governor upon petition of a majority of members elected to each House, or whenever the Governor determines the public interest requires

Requires passage by the General Assembly twice, with advertising by the Secretary of the Commonwealth after each passage, before being submitted to voters at a general or municipal election
