Establishes a Pilot Program for Homeless Youth in Higher Education within the Department of Education, selecting 6 institutions (4 community colleges and 2 State System universities) geographically dispersed across Pennsylvania

Requires participating institutions to provide homeless students with access to laundry facilities, storage, locker rooms and showers, reduced-price meals and food banks, technology, short-term housing assistance (especially during breaks), and case management services

Defines eligible students as those currently without a domicile or who have experienced homelessness within the past two years

Mandates participating institutions submit reports by December 1, 2027 to legislative education committees detailing the number of homeless students served, strategies used, and legislative recommendations

Pilot program operates for minimum of two academic years beginning at least six months after the act takes effect; non-selected institutions may participate voluntarily
