Secretary of Education must contract for an independent study to determine whether the ACT and SAT can replace Pennsylvania's Keystone Exams in literature, algebra I, and biology while meeting federal requirements under 20 U.S.C. § 6311(b)(2)(H)

Study must evaluate alignment with Pennsylvania core academic standards, comparability of achievement data for all students and subgroups, and accommodations for students with disabilities and English learners

Study must analyze whether ACT and SAT provide unbiased school differentiation for state accountability purposes and meet federal assessment peer review technical quality criteria

Report with findings and recommendations due within one year to the Governor and chairs/minority chairs of the Senate and House Education Committees

Act takes effect immediately upon enactment
