Pennsylvania residents who have lived in the state for at least 12 months qualify for in-state tuition rates at public institutions of higher education, exempting them from out-of-state tuition rates

Applies to community colleges, State System of Higher Education universities, and state-related institutions (such as Penn State, Pitt, Temple, and Lincoln University)

Eligibility begins for students entering public institutions of higher education in the Fall 2025 semester or later

Amends the Public School Code of 1949 by adding Article XX-N specifically addressing in-state tuition requirements

Effective date is July 1, 2025, or immediately upon enactment, whichever is later
