Amends Pennsylvania's anti-SLAPP law (Title 42, Section 8340) to add a definition of "operating costs" as increases in insurance premiums for policies covering attorney fees, court costs, or litigation expenses

Allows parties asserting protected public expression immunity to recover damages for present or future operating costs in addition to the existing mandatory awards of attorney fees, court costs, and litigation expenses

Courts must award attorney fees and litigation expenses to parties who successfully claim immunity or when the opposing party voluntarily discontinues the lawsuit; courts may also award operating cost damages at their discretion

Awards for operating costs and other damages are imposed jointly and severally against each adverse party that filed the lawsuit

Takes effect 60 days after enactment
