Municipal governing bodies may hold meetings via telecommunications devices during disaster emergencies when physical presence would be unsafe, hazardous to health, or impossible, without requiring a physical quorum.

Emergency meetings require at least 24 hours advance public notice on the municipality's website or in a newspaper, including date, time, technology used, and public participation information.

Authorization to hold remote meetings or meetings at alternate locations expires after 21 consecutive days following the disaster declaration unless extended by resolution tied to ongoing emergency conditions or a Governor's proclamation extended by the General Assembly.

Emergency interim successor provisions are modernized to apply to any declared disaster emergency rather than only enemy attacks, and officers may designate successors by title to exercise powers when incumbents and deputies are unavailable.
