Amends Pennsylvania's Right-to-Know Law to expand the definition of "personal financial information" to include account passwords, IRS W-2 forms, benefit election information, retirement plan contributions, health care benefit contributions, and charitable contribution records

Creates a new exception protecting government agencies' financial account numbers, routing numbers, credit card numbers, and PIN numbers from public disclosure under open records requests

Requires agencies to redact their own financial account information from records to the extent necessary to protect account security

Preserves public access to aggregated data on employer costs and employee costs for retirement, health care, and other benefits, as well as benefit options available to employees

Takes effect 60 days after enactment
