PA HB1790

Establishes a $5,000 grant program administered by the Pennsylvania Higher Education Assistance Agency (PHEAA) to support individuals completing required supervised clinical experience hours to become licensed clinical social workers, licensed marriage and family therapists, or licensed professional counselors

Applicants must be Pennsylvania residents currently completing supervised clinical hours, hold the appropriate associate license or master's degree, and agree to work in Pennsylvania for at least two years after obtaining full licensure

Grants are awarded on a first-come, first-served basis and are limited to one per individual; recipients cannot also receive grants under the Public School Code's related program (Section 1318-B)

Grant payments are exempt from Pennsylvania state income tax under the Tax Reform Code of 1971

PHEAA must develop an application form within 180 days of enactment and submit annual reports by September 30 detailing the number of applicants, grants awarded, and breakdown by license type to the Governor, relevant secretaries, and legislative committee chairs
