Establishes the Waterfront Redevelopment Grant Program administered by the Department of Community and Economic Development to fund projects that revitalize coastal waters and waterfronts across Pennsylvania

Eligible applicants include municipal, county, and other local governments, as well as industrial or economic development authorities; grants may fund response activities, demolition, property acquisition, and public infrastructure improvements

Requires applicants to provide matching funds of at least 25% of total project costs and submit a waterfront redevelopment plan identifying the geographic area and economic impact

Creates the Waterfront Redevelopment Fund in the State Treasury, with at least 85% allocated to grants and no more than 15% for administration and program services

Department must approve or disapprove applications within 60 days (applications are deemed approved if no action is taken) and submit annual reports to the General Assembly on fund expenditures
