Requires all Pennsylvania retailers, including e-commerce platforms, to display unit prices for consumer commodities clearly and conspicuously on shelf tags or adjacent to items, using common units of measurement consistent with NIST Special Publication 1181 standards.

Defines "small retailer" as establishments with no more than three physical locations and annual gross sales under $1,000,000, which may qualify for hardship waivers from unit pricing requirements.

Grants the Department of Agriculture authority to adopt regulations in consultation with the Attorney General's Bureau of Consumer Protection, with penalty fees deposited into the General Fund.

Allows the Department to update regulations to align with NIST Handbook 130 and Special Publication 1181 through Pennsylvania Bulletin notice, bypassing standard Regulatory Review Act procedures.

Takes effect 180 days after enactment.
