Contractors performing home improvement or new construction projects must purchase a $500,000 surety bond for each adjoining residential or dual-use property to cover potential damages caused by the construction work

Proof of bonding must be submitted to the municipality when obtaining a building permit

Contractors with less than $5,000 in annual home improvement work and home improvement retailers with net worth over $50,000,000 are exempt from the requirements

Violations carry civil penalties of $10,000 for the first offense and $20,000 for each subsequent offense

The act takes effect 180 days after enactment
