Establishes the Advisory Council on PANDAS and PANS under the Secretary of Health to advise on research, diagnosis, treatment, and education related to Pediatric Autoimmune Neuropsychiatric Disorders Associated with Streptococcal Infections (PANDAS) and Pediatric Acute-onset Neuropsychiatric Syndrome (PANS)

Requires the Secretary of Health to appoint 13 members including medical specialists (immunologist, osteopathic physician, pediatrician, child psychiatrist), a medical researcher, dietitian, school psychologist, school nurse, social worker, parent of a diagnosed child, and representatives from PANDAS/PANS and autism advocacy organizations

Includes additional members from the Bureau of Special Education and chairs/minority chairs of the Senate Health and Human Services Committee and House Health Committee, with the Secretary serving as a nonvoting member

Mandates appointments within 30 days and first meeting within 60 days of the effective date; members receive no compensation except expense reimbursement

Requires annual reports to the legislature beginning January 1, 2026, with recommendations on practice guidelines, clinical education for healthcare practitioners, outreach programs for educators and parents, and development of a volunteer expert network
