Requires the Secretary of Human Services to apply annually by March 1 (starting 2026) for a federal Section 1115 waiver to implement work requirements for Medicaid enrollees age 18 and older who are physically and mentally capable of work

Enrollees must work 20 hours per week or complete 12 job training activities per month to maintain Medicaid eligibility; compliance may result in reduced premiums or other incentives beginning in year two

Non-compliance triggers escalating loss of Medicaid eligibility: 3 months (year two), then 6 months, then 9 months for subsequent violations

Able-bodied enrollees age 18+ must verify family income and work compliance on a biannual basis or upon department request

Exemptions apply to full-time high school students, disability benefit recipients, individuals under 21 or over 65, pregnant women, SSI recipients, those in mental health or correctional institutions, and those experiencing crisis situations including domestic violence or substance use treatment
