Prohibits the Pennsylvania Department of Agriculture from issuing or renewing pet shop-kennel licenses for dogs, cats, and rabbits after December 31, 2026, effectively banning retail pet store sales of these animals.

Pet shops with existing licenses issued before January 1, 2027 must immediately cease operations, cannot acquire additional animals or breed, and must allow warrantless inspections by state dog wardens and police.

Pet shops may still offer space to humane societies and rescue network kennels to showcase adoptable animals, but cannot receive any fees including adoption fees from these arrangements.

Violations carry administrative penalties of $100-$500 per day per animal and constitute a third-degree misdemeanor.

Act takes effect January 1, 2027.
